Located on Wilshire Boulevard in Los Angeles, the institution offers specialized occupational certificates and applied associate degree programs designed to prepare students for technical careers. The visiting committee systematically audited the college against all ten core accreditation standards established by the COE.

Serving alongside a distinguished panel of national educators, Mr. Castillo contributed to a multi faceted evaluation process designed to verify institutional effectiveness. The team was led by Dr. Nand Panjwani, Chief Administrator of New York Medical Career Training Center, who oversaw institutional mission and strategic planning, alongside Assistant Team Leader Julliana Probst, COE Liaison at J.F. Ingram State College, who examined educational offerings and organizational governance. Additional committee members included Anne Murathime, Chief Administrator of Care One Health Training Institute, and Becky Fenton of Mountainland Technical College, who audited human resources, student services, learning resources, and fiscal integrity.

Specifically, Mr. Castillo was tasked with evaluating Standard 3 (Program Outcomes) and Standard 6 (Institutional Infrastructure). In this capacity, he assessed facility resources, operational efficiency, safety protocols, and curriculum alignment for the college’s Professional Computer Graphic Design and Computer Graphic Design programs. His review included auditing instructional assets, evaluating classroom environments, reviewing employer feedback, and examining graduate placement and completion metrics to ensure full alignment with rigorous national standards.

Mr. Castillo’s appointment to the Los Angeles evaluation panel underscores his ongoing commitment to peer review, educational quality, and institutional governance. In June 2025, he participated in an international accreditation review for the Bahamas Technical and Vocational Institute (BTVI) in Nassau, Bahamas, where he evaluated technical facilities, administrative operations, and program quality under the COE accreditation framework.
